Delta gift card as a graduation present — worth it over cash?

Considering a Delta gift card for my niece's graduation trip instead of cash. Does it apply to baggage fees and seat upgrades too, or flights only?

Delta gift cards cover flights, seat upgrades and some fees, but not all ancillary charges — worth confirming at booking.
